One thing that has to happen for a horsecollar to be called, is the player being tackled must be jerked down immediately. Think Roy Williams here. If the player is not jerked down and goes down after the initial "horsecollar", a penalty is not supposed to be called.

Maybe I'm thinking about a different play here, but the "horsecollar" on Collins did not bring him down quick enough. I think he took another couple of steps up into the pocket after being grabbed from behind.
