A player is only considered in MOTION if he is moving when the ball is snapped.If he stops moving and resets himself for one second then it is a SHIFT.Those are two different things.Yesterday you said I was focusing on the word snap to much,but it would seem you are not focusing on it enough.The word snap is in that sentence of the rule for a reason.
