I'm not sure what that all means, but it seems to me that every team overloads (to one degree or another) at ALL positions going into training camp. It does several good things, primarily providing competition to encourage the best performance from everyone, providing plenty of the much-needed "warm bodies" to fill out second units for drills, and providing emergency fill-ins in the event of injuries. Watch each of the NFL cutdown deadlines in the last couple weeks of training camps and notice how many guys get cut from EVERY NFL team. Then you will realize that every team does this.

Actually, our TE position appears more "overstocked" than it is. Most teams today have only one TE on the field for most plays. Since Gibbs very frequently has a blocking TE and a TE used as an H-back both on the field, he needs a deeper TE corps going into training camp. Most teams will be stocked with 5 now, and cut 2. Gibbs has 7 and will cut 2 or 3. Of course, there was the other extreme when Moon QB'd the Oilers' Run 'n Gun - NO TE's, but a ton of WR's.

And, by the way, you should not put so much stock in the 2006 disaster theories of some of the nervous, unproven writers. Go back to their articles the year Deion and several others were signed, and they said the exact same things would happen 3 years later. That time has passed, and look at what is happening. I feel the Redskin front office has proven themselves on this one, and will continue to do so. Their bonus-laden contracts with a huge salary bubble down the road works. When the bublle year arrives, you renegotiate or trade (as in Bailey for Portis). Either way, you are very far from hell.
