you can't cause the players wont go for it. The skins would have to eat thier release fee AND pay them a new contract with bonus on top of it. All they can do is hope that some players will literally give back money promised to them for both 2006 and probably 2007 as well (cause of the 30% rule).

but if there's no cap why would the Skins care about paying all that extra $$?
