Long over due. Biden has a long history of being over cautious to the point of timidity - which actually ends up inviting the aggressive actions of our adversaries. I think his calculation is since Trump will be taking the side of Russia, that Russia won't be inclined to escalate, while giving Ukraine a better operational position to operate from.
