When Johnson can hold up aid that has overwhelming Congressional support, that directly affects US foreign policy. Biden submitted, and the Senate passed an aid bill that directly addressed the southern border as well but Johnson pigeonholed it. And people worldwide (in the US too) have died as a result. That is on the Republicans. Biden's incompetence is on the Democrat's, and ultimately we citizens will bear the brunt of both.
