And it's a disgrace that since the Sean Taylor murder, we had the Zimmerman incident and that trial begin and end, and three of the scum involved in the Taylor murder still haven't been tried.

That is correct, although it is not an endless cycle of appeals but more often just one automatic appeal. Life in prison in maximum security costs the state about $800,000 total. Legal bills for death penalty cases run in the $3-4 million range for each case.
