My guess is the 30 days are set - but I am not sure. It's different from jurisdiction to jurisdiction, but I think any appeal to shorten would be through the judge. However, really not my area.
As to what she could or could not do - Generally, judges can do pretty much whatever they want. If their actions are too outrageous, they may be sanctioned later. So, yeah, she could have probably suspended it - or lengthened it - if the mood struck her. Instead, she essentially went with the safest course by going with what had already been decided and simply rejecting the plea deal. In essence, she just reaffirmed a prior ruling and did not insert her own contempt finding.
Very simple rule - Don't f*** around in front of a Judge. Judge's come in all temperments and levels of intelligence. Regardless of whether they are smart, stupid, a**holes or nice, they can
all lock you away or fine you - and will - if you do something they deem contemptous. Even if they are way out of line, your our only recourse is to file motions and hope you have a good lawyer who will get things reviewed quickly. Even then, no guarrantee you get released. If they tell a bailiff to lock you up, you
will spend time in jail.
