They are actually whale lice. They are partners with the whale in the fact that they eat dead skin and clean wounds for whales in the ocean. Think of it as a whale having its own living R2 unit to clean and maintain his outer shell. This particular picture happens to be of a dead whale on a beach. The wound the lice are on wasn't created by them.
