I think it has to do with the amount of deleted posts (from banned users). The posts stay, but aren't visible...so you'll sometimes have an overlap of pages that you can't see.

I always wondered if it was a software bugs or an intentional feature to alert users to the fact that the mods/users have deleted posts or users have been banned. I suspect it isn't a bug cause the fix is simple...or perhaps it has been fixed in subsequent releases and vBulletin needs to be upgraded.
