The penalty could consist of fines and/or loss of draft picks.

no one knows. fines (indiviual and team) and lost draft picks... no one is really sure what else upshaw can do. I assume he can DQ the skins every game for blatant disregard of the cap, but beyond that...

i think if its fines and lost draft picks,then screw it,leave our team as is and pay the penalty
