Per JP: the team is planning on Howell as QB1 entering the off season but the door is not closed on signing or trading for a QB if the right fit is there.

What?
How can he be the best long term option regardless if he succeeds or fails?
Literally makes 0 senseI think I get the point : you can never know for sure if a QB is gonna pan out or not, but having a good QB on his rookie contract is a great situation to be in. So right now, not giving away any assets and giving yourself a chance with a kid that showed he has potential is the best long term option. How it actually pans out doesn't change the parameters of the situation at the point you made the decision.
And I agree with this approach. We may have a franchise QB on the roster, for free, so why gamble assets on something we may not need to buy in the first play ? Especially with the sale and probable change of HC coming up in the near future, I don't want Ron to make any huge future impacting moves.

Makes sense if you can see past 2023 (Which is why I said long term interests - and yes I'm aware most fans can't see beyond the next season - actually that is an American trait). A new coaching regime is almost certainly coming in 2024. Do you really want to saddle a new coach with the old coaches FA QB contract (ie Carr)? And especially if you traded draft picks for him? Howell is on a rookie contract, if in 2023, he succeeds the new coach has a young QB he can resign couple of years down the road, if he fails- not really a major problem as the new coach can then go and choose his own QB.

Well of course he is. Wentz is gone and Taylor is a free agent. There's no one else on the roster. He's the off season starter by default.

Stromm is on the roster, but I wouldn't rate him higher than 3rd string.
I'd say naming him #1 at this point more about making CW and TH positions clear (release and at best #2 if re-signed), thus setting up off-season plans, and simple common sense from RR knowing if the team is sold, at best he's a lame duck and unlikely able to shell out for another high price trade/FA. If nothing else it saves RR fielding dumb "who is the #1 QB on the roster going into the off-season' questions!

There are other things that need to be fixed. But a good or bad offseason is only determined by 1 thing:
Snyder sells = Great offseason
Snyder doesn't sell = We're fucked
