I went digging so I'll concede and throw in the towel on this. Oil production is in fact down from pre-covid levels (13mil Barrels then just under 12 now so your source politifact is a bit f'd up on their fact check), but most publications attributed that more to issues not related to Biden's shackling attempts (Covid being #1 killing demand in 2020 with a steady climb since then). Expectations is it will get back to 13 next year.
