Interesting question I don't know the answer to, do you sign a FA WR 75% as good as the elite for 40% of the price? To me if you do that you may as well keep Sims and Sims, and maybe group Harmon with those 2 (he's still a relative unknown quantity). To my mind if S. Sims wants too much then we let him walk and maybe bring in a 2nd tier FA to replace him like for like (Davis type?), but that could be a zero sum game at best. More like, we go after and land one of the big targets, or draft a #1a/#2 WR then pick up a 2nd tier guy in the lower rounds. I doubt we get Robinson or Golladay, as mentioned elsewhere they're likely to go where there's a QB. But Fuller or Samuel would be good #2's to Scary. If a trade were to happen, I'm pretty sure both Scherff and the team would do a new deal. And I don't know about compensation, but anything better than a comp pick would be a win.
