As the resident Neocon imperialist, I'd love it if we had this territory but that boat has sailed and this is insane. The only way to get the Panama Canal back is to conquer it and in the process throw out all US policy positions for the last 80 years. It would turn our Allies into enemies and lead to wars erupting all over the world.
