Agreed. I also think in "Lowering the head to initiate contact with the helmet”, the key word is "to". Basically the rule is targeting the intention to hit with the helmet. The way I get it, it's not forbidden to lower your head, contact with the helmet can occur if it's incidental, what's forbidden is to lower the head in order to hit with the helmet. We got real tired of their billing practices and needed a break. We live in Atlanta and have been pretty lucky with getting to watch the Skins, but looking ahead at the TV maps we are going to be glued to the Redzone channel, which for the Skins means not a lot of air time...
