It should be noted that the GM role can mean a lot of things. We'll have to see, but I think this is pretty similar to what just happened with the Eagles in that Howie Roseman was "promoted" to let Chip Kelly have personnel decision making.
I am guessing McLoughan will report to Allen, with Allen empowering him to make draft selections, while Allen retains contract negotiation and cap management duties.
But whatever, bottom line is this is a talented personnel guy who will actually be picking the personnel. He wouldn't have taken the job otherwise.

John Schneider gets most of the credit for building the roster in Seattle, in my opinion Scot deserves that credit instead, even if they are buddies.
