The local stations used to have their pick of which games they wanted to broadcast. So, you're saying that has been rescinded and the NFL decides what they can broadcast? I didn't know that had changed.

That's true, although the NFL doesn't decide willy-nilly on a game-by-game basis. Instead there is a formula in which the NFL eliminates tv competition for the "home" team yet remains fair to both Fox and CBS.
It happens here all the time, when I get no other game because the Saints are playing, even if on another network. This situation drove me to get Sunday Ticket.

Granted a lot of it is more about the the press but this was 20seconds in and the 2nd question. I can not imagine him handling the Washington media for 1 press conference.

Jay Gruden and this clown are night and day. I listened to the whole thing and it's really hard to like the guy. Granted, I'm a Redskins fan, but he looks like a guy that's difficult to get along with. Like I said yesterday, I bet Kelly loses his team's support if they ever start losing.
Something I noticed right away is that Kelly is a gum-chomper. That sh*t really grinds my gears. I don't mind silent closed-mouth gum chewers at all, but if you're a chomper, GTFO. That didn't help my immediate impressions of him at all.

What's crazy is it's counter intuitive to me. I don't really watch games if the Skins aren't pertinent to it. They are losing customers who would watch the game instead of turning the TV off. I might be in the minority but I'll be damned if I am spending a gorgeous day off from work inside for a team other than the Skins.

No - the requirements only prohibit broadcasting the Skins game if Baltimore playing at home, at the same time as the Skins.
If the Ravens are playing an away game with an NFC team at the same time the Skins are playing (home or away) an NFC team, Fox will understandably choose to broadcast the Ravens game.
If an AFC team is playing an away game against an NFC team in a game that has playoff ramifications for the Ravens and at the same time the Skins are playing (home or away) an NFC team, Fox will understandably choose to broadcast the AFC v NFC game rather than the Skins.
If the Ravens are playing away games against AFC opponents at the same time the Skins are playing an away game against an AFC opponent, CBS will understandably choose to broadcast the Ravens game.
As far as I am aware -- IN CASES WHERE THE RAVENS ARE AWAY AGAINST AFC OPPONENTS, AND THE SKINS ARE PLAYING AN NFC OPPONENT, THERE ARE NO RESTRICTION PREVENTING FOX 45 FROM BROADCASTING THE REDSKINS GAMES.
If I am wrong, please someone point out the policy.

There are restrictions. You have to make sure that Fox and CBS get equitable cuts of the pie. If local affiliates just chose to show what they wanted, there'd be no oversight of the Fox-CBS balance. There are too many $$$ on the line for either Fox or CBS to be happy with anything other than a 50/50 balance of games shown.
I'm telling you, it is the same situation in NOLA as it is in Baltimore. And, if you keep the Fox-CBS balance in mind, it is entirely predictable.

I know their are additional restrictions for "Game of the Week" designations but as far I can tell, there is absolutely no reason for Baltimore to NOT broadcast the game this week.
In past years, this was a week I could count on watching the Skins. In fact, the few times they bumped the Skins in such situations it was because they were broadcasting a Philly game and claiming that a substantial portion of their demographic preferred the Philly game over the Skins.
Honestly, this is either a conscience choice or something else out of the ordinary at work. (FYI - They are broadcasting American LeMans Racing in Austin Texas instead of football).

Those games do appear at the same time, sometimes, for the same reason - Fox and CBS have worked that out at the corporate, not local, level. And they do so in order to keep the Fox-CBS balance.
