If it was for PEDs, this would be his first failed test.
If it were for non-PED substances (marijuana, cocaine, ect) than this is his second positive test. The first one, you never hear about.
I went back and looked at the CBA stuff concerning suspensions and noticed they give you one freebie for "substance abuse" drugs. They don't give you that leeway for PEDs though because it's a automatic suspension after the 1st failed drug test. I used to think they gave a freebie for both, but not the case.
Either way, guy is a complete moron, especially if this is for recreational drugs, which means he's failed not once, but two times.
Just cut his ass now. Better yet, wait till end of training camp when every team's rosters are filled, then cut him. Let him be out of job for a while to think over his stupidity. Sick and tired of this crap coming from our players. This is why we can't have nice things.

I wouldn't necessarily say that. There are a lot of things guys can take or apply over the counter that have banned ingredients in them that can still show up in tests.
