This is a horrible idea for a couple of reasons:
1) Fedex is one of the one of the newer/nicer stadiums in the league. Financially, for the team, league, and taxpayers who'd be expected to contribute, it doesnt make sense to move. Its just a dream of older fans who daydream about the "glory days."
2) Unless you want to root for the Washington Warriors, you shouldnt want the team to move back to D.C.

The Washington "Redskins" are not moving back to D.C. Time to move on.
1) It was a hypothetical situation. I know they won't move.
2) This fall the stadium will be 16 years old, not exactly new.
3) There are 16 newer stadiums in the NFL, I would not call it one of the newer stadiums in the NFL. It is in the bottom half.
4) If you move to Northern Virginia or DC, two of the richest areas in the nation, especially the US, they would be able to find the funds for it, if Indianapolis and Dallas found the resources, I am sure Northern VA or DC could find the resources.
5) Like the article states, they would discuss it, the mayor would need support in order to create a change... you really think he is going to get it? Northern VA is also an option and would have the backing of an entire state, unlike DC (which is only a city).
6) The stadium is nice? I went to different sites to get different opinions of the quality of the stadium on a gameday for fans and fan experience Washington ranks 25th, 19th, and 27th,
