Ross Tucker was talking about this hit this morning on Sirius and made, what I thought, were two good points:

1) suspension/fines have to be based on intent/action, not on what the opponent's condition is, because a legal hit can often have be just as damaging- he expressed it more clearly

2) Jared Allen may not really have ever had the new rules clearly explained - certainly they wouldn't have drilled the new rules in, simply because his position group rarely deals with that specific style occurrence. How many times do defensive lines practice INT return drills?

Reminds me of the Clifton/Warren Sapp hit. Its cheap and should be a suspension. Goodell has no clue what he is doing, the model of inconsistency.

The intent here is to hurt. The launching of his body at the opponent's head. The forearm and extension upon impact. Not knowing or understanding the rules is no excuse at all. He hits people all the time. Had he done that to a QB, he knows he would have gotten at suspension for it.
