Great day for the NFL and particularly the players. This sets a huge precedent that Goodell is not the "Great and Powerful OZ" he makes himself out to be. He is used to being judge, jury and executioner. This decision took a bite out of his role as executioner.

The timing sucks for us but this a huge victory for those opposed to how much power Goodell had.

Does this really help them much though? Vilma likely wont play and they may lose a bit of the edge they would have if they felt hard done by once again.

"The panel said Commissioner Roger Goodell did not have jurisdiction to hear the players' appeals of their punishment for their roles in the New Orleans Saints bounty program that paid cash bonuses for hits that injured opponents."
....and this,
"The panel's decision states that Goodell cannot suspend the players for receiving money from a pool that paid for big plays, but he can still suspend the players if he can prove they intended to injure opponents. Players and coaches implicated in the bounty pool have testified under oath in a related federal court case they never intended to injure opposing players."

I thought I recall hearing that Vilma was likely going on the PUP list. Not quite sure though
He is currently on the Reserve-Suspended List but Saints supposedly consider him putting him on PUP very soon if they feel he can not return from his knee injury. He won't play this week even if he isn't put on PUP.

Did the coaches appeal?
Coaches appealed back in April. Ruling (http://aol.sportingnews.com/nfl/story/2012-04-09/-nfl-suspensions-upheld-saints-coach-sean-payton-gm-mickey-loomis-assistant-joe) was upheld, not overturned.

I'm not really worried about Vilma. I'm more worried about will smith who has played in the preseason and crushed Brady on a play in one of those games.
