I don't think this story is as cut and dry as it sounds. According to other articles I've seen (http://www.washingtonpost.com/national/2-year-old-accidentally-kills-his-mom-in-wal-mart/2014/12/30/903af806-9088-11e4-a66f-0ca5037a597d_story.html) the lady was a nuclear scientist at the Idaho National Lab, and the purse was an Xmas present from her husband that was specifically designed for concealed carry. Her FIL also said she and her husband were not irresponsible at all when it came to guns. It just sounds like a tragic accident to me.
