What if they love Locker..but love (for example) Andy Dalton AND Phil Taylor more?

My question is how can you determine what deal was a handshake deal and what isn't legit ? It seems a little off because rumors start sometimes with no merit, and just say that a deal was made that was rumored as a possibility does that automatically make it illegal ?
