You have to read it all the way through and according to the rule, it does matter if it's excessive or not:

"( d ) Individual players involved in prolonged or excessive celebrations. Players are prohibited from
engaging in any celebrations while on the ground. A celebration shall be deemed excessive
or prolonged if a player continues to celebrate after a warning from an official."

Hall's celebration was not prolonged or excessive. He did go to his knees for a few seconds as soon as he crossed the end zone line, however he was not warned (or at least appeared not to be) by the official and if he was, he did not continue to celebrate for a prolonged length of time. These rules are meant to be interpreted as a whole, not just part. And taking the entire rule into consideration, Hall's celebration shouldn't have been penalized and rightfully was not.

Thanks for clarifying Skinsguy and others, but my entire point was I don't think D.Hall's celebration was excessive or prolonged, so it shouldn't have been called.

But I do agree with Matty, all it comes down to is that it's a judgement call by the refs and all it takes is one ref that disagrees with the celebration to throw the flag.

I do think the rule needs to be rewritten. It was meant to curb celebrations like the ones Chad Johnson and Steve Smith pre-planned a few years ago, not to stop ones like D.Hall dropping to his knees and pointing his fingers to the sky in celebration. That penalty on Colombo was complete bs by the way. But the NFL tends to overdo things, and getting rid of celebrations is one of those things.

Certainly the refs will make some bone-headed calls, but considering the entire rule as a whole on excessive celebration, Hall's celebration would not be considered one to be penalized. That would then mean flagging players for lambeau leaps, dunking the ball over the cross bar, or jumping up and down in the endzone should get penalized each and every time. And allowing those forms of celebration and disallowing someone sliding to his knees for a few seconds would be idiotic. It could be that Aikman was trying to make that statement tongue in cheek because of the Columbo call (which I thought was a stupid penalty as well.) But again, considering the rule, there would be no reason to call a penalty especially if Hall was never warned.

Regardless, he wasn't penalized, the TD was great, Aikman is still a very good commentator, and the Redskins are above .500.
