Based on the first article it seems like an an honest case of dumbness. Basically a vestige of the past. Coming from what was obviously a very caustic racist area the policy was developed in good faith and became the way of life. It sounds like administrators both black and white didn't much care about the policy since it apparently was a rotating deal. Only when someone (rightfully) said that it was stupid considering the strides that have been made did they change. I just don't see it being racist as much as lazy dubmness. Fortunately it was changed. Unfortunately no one stood up and made a stink about it 25 years ago when the policy should have been disgarded for lack of need.

UHM those prescedents were set into place to promote diversity in the school government over 30 years ago. What is getting overlooked is the original intent of the rule to allow a multitude of races to run for office. Is it scary that a 30 year old rule is still in place...maybe? Should that rule have been looked at a couple of decades ago? Sure, but this is nothing more than a case of oversight.

There are many Laws (http://www.bitoffun.com/stupid_laws.htm) in our country that don't make any freakin sense. To expect a public school system to be immune from this type of oversight is just simply unrealistic.
