Governor Tim Kaine of Virginia, a Democrat, declined to stay the execution of Muhammad, 48, a former US soldier, following the United States Supreme Court's similar decision on Monday.

Muhammad has no further avenues of appeal and is scheduled to be killed by lethal injection at 9pm local time at Greensville Correctional Center near Jarrett, Virginia.

He and his accomplice Lee Boyd Malvo, now 24, terrorised the Washington area, killing 10 people in a three-week period before they were arrested. Using a battered car as a firing platform, they selected their targets at random and shot them at long rage.

Under Virginia law, a condemned man may select whether to die by the electric chair or lethal election. Muhammad, who was born John Allen Williams but changed his name when he converted to Islam, declined to choose and officials therefore decided on the injection method.

His execution is for the single murder of Dean Meyers, 58, shot while buying petrol. Officials said Muhammad would be injected with thipental sodium to put him to sleep, pancuronium bromide to stop him breathing, and potassium chloride to stop his heart.

After their arrests, police established that the pair were also responsible for five other murders in Washington state, Arizona, Georgia, Alabama and Louisiana. But Malvo, who is serving a life sentence, confessed to four additional shootings, including two murders.

Cheryll Witz is one of several victims' relatives who planned to watch the execution. Malvo confessed that, at Muhammad's direction, he shot her father, Jerry Taylor, on a golf course in Tucson, Arizona in March 2002.

"He basically watched my dad breathe his last breath," she said. "Why shouldn't I watch his last breath?" The very broad area of the confirmed attacks means that a number of other shootings are considered as potentially linked to Muhammad and Malvo.

Some of the relatives of those possible victims fear that Muhammad will take to his grave the secret of whether he was responsible for the murders of their loved ones.

Sarah Dillon, whose son Billy Gene Dillon, 37, was shot dead outside a house in Texas in May 2002 has written to Muhammad and Malvo asking for confirmation or denial of their involvement but received no reply.

The Texas authorities sent bullet fragments to the sniper task force but tests were inconclusive.

Mrs Dillon said: "All I'm asking for is answers before they leave this world."

Several relatives are due to witness the execution. Among them is Marion Lewis, 57, of Mountain Home, Idaho, whose daughter Lori Lewis Rivera was shot dead by Muhammad and Malvo - who pulled the trigger is not known - at a petrol station in Kensington, Maryland.

He is being flown to Virginia by a syndicated television show and told The Washington Post he was looking forward to seeing the death penalty imposed.

"I want to see what he made me see. He forced us to look at our little girl laying in a coffin. I want to see justice done. I want to see him take a last breath. I want to be able to describe it to the rest of the family.

Muhammad will be given the chance to say some final words. Mr Lewis, who said he would have preferred a more "gruesome" execution method, wished he could say something too. "It would be short and simple: 'I'm here to see you die, son of a bitch'."

Jonathan Sheldon, Muhammad's lawyer, said: "Virginia will execute a severely mentally ill man who also suffered from Gulf War Syndrome the day before Veterans Day."

I'm not one for the death penalty, but if people deserve it, he's definitely one of them. The one that did it for him was on the road between my house and work, which were 2 miles apart, at the station that I normally stopped at for gas. Was also in the area of the Home Depot one having dinner with the then GF (where the female FBI employee was killed).

Yeah, my daughter use to attend an elementary school near the Takoma area where he gunned someone down. At the time I was living in L.A. freaking out.

Well it's approximately 9:04 so he should be gone by now. Good riddance. A waste of taxpayer funds in prison and a waste of a human life in general. I was in middle school at the time he was doing his thing and my friends were legitimately scared to walk to school. We'd all carpool with this one guy's dad for fear of being shot while walking through the neighborhood.

For all the pain and fear he inflicted on everybody in the DMV and all those other states I'm glad he's gone. Me and my coworkers were discussing ways he should've died today instead of lethal injection. If there ever was a case of someone who I felt should've felt the pain and fear that all his victims felt, it was this guy.

Aspen Hill is less than 5 miles south of my hometown (Olney) and my mom actually knew one of the victims (Premkumar Walekar) and the sister of another (James L. Buchanan). I was away at college while this was happening but I was constantly worried for my family back home because I had two sisters in school and my dad works mainly outside. What these assholes did is nothing sort of terrorism.

Like tryfuhl, I'm not a big supporter of the death penalty but I'm not totally against it, especially in such extreme instances as this.

I use to work at a Suzuki motorcycle dealership in Aspen Hill years ago. AND, Olney was basically a general store and maybe a gas station when I was growing up.

AND, Olney was basically a general store and maybe a gas station when I was growing up.That dealership was there forever, but I think it just closed down. My family has been in Olney since 1985 and it has changed quite a bit, but it really just seems like it got more crowded.

I was working for UMD Admissions when this whole ordeal happened. I had to visit a number of high schools in Montgomery County and was deathly afraid everytime I got out of the car I was driving. A buddy of mine lived in Aspen Hill, on the same street where the bus driver was shot. He was terrified when this happened. I have my opinions about the death penalty, but I'm ok with it in this situation.

Good to see him gone.

One of the first victims was killed within a mile of the house where I grew up in Kensington. I worked at the Safeway right next to the Shell station as a high school kid. Needless to say I was concerned for my Mom, sister and her family while this was going on.

I was also coming back from DC and too tired to make it back to VB. So I stopped in Ashland and noticed a bunch of police on the exit. I didn't stop to find out what was up, just figured it was a wreck. I pulled into the Microtel to get some sleep and finish the drive in the AM. (Note: I had a shotgun in my vehicle, long story, but it was legal). I was woke up to ATF agents banging on my door at about 11:30pm with guns drawn. I opened the door (slowly and cautiously) and they checked me and the room out. Then they explained the sniper had shot someone at the Ponderosa in Ashland earlier that night. They wanted to check out my shotgun, (fortunately it wasn't a .22 rifle) once they knew it wasn't me, they apologized and let me go. Not a real fun experience.
