I think most would agree that our Skins need to blow it up and rebuild.
So how would you keep? I talking about starters or significant backups.
This is all theoretical, I know you can't just cut all the players at once.

The entire defense. If we can upgrade over Rogers to one that can catch the ball, that would be the only necessary move. We have enough young talent to replace Wynn and Daniels (move Orakpo to DE and get Jarmon more involved).
We can add a LB too to replace some of the older departing players, but I can't say anyone playing on the D right now needs cut.
Offense needs overhauled except Cooley, Moss, Kelly and possibly Portis if we can use him with a complementary back.

I like your idea here but seriously I know we are lucky to have Flectcher and Moss this but their ages perclude them from being relevent to a rebuild.
Any guy we keep needs to have not been on this team longer than a 2 years. They also need to be 26 or younger. Haynesworth we need to keep for obvious reasons so he is on the special list.

I'd keep Chris Cooley and the defense. I'd keep Raback, Dockery, and maybe Montgomery as back ups. Everyone else can hit the bricks as far as I care.

All the D if possible. I think if Samuels retires, the whole O line could be replaced. I see Rabach, Thomas gone at least after this year. Who else leaves will be determined by the draft.

I would keep Devin Thomas & hope he makes progress, but I wonder if Kelly is a legit starting wr in the nfl? I like him, but he doesn't get open much.

Portis is making wayyyy too much money to be a complementary back.

I think many of the contracts determine who we will keep but I would definitely clean out every player who is underperforming their current deal.
That would include:
1. Randle El - Worst contract on the team
2. Portis - I love the guy but he just is not worth what we are paying him. This really isn't an argument if you think about the position and how many good backs are available on the cheap every year.
3. A. Carter (good season and good player but we have Orakpo, Jarmon, Alexander, Wynn, etc... so Carter is overkill)
4. Randy Thomas - Pure warrior but we cannot afford his cap number for a guy who's body has told him it is time to quit
Guys who may or may not need to be let go but have to be considered:
1. Samuels - I think the doctors will decide what the next step is
2. Cooley - Is a pass catching tight end worth his salary when our line is so bad that he is either blocking or doesn't have time to run his route?
3. Landry - He shows flashes but is the production worth what he is getting paid?
4. You could probably consider Kelly and Thomas as well. They aren't breaking the bank but there is essentially zero production so what do you do?
5. Santana Moss - Great when healthy but he has a fat contract and is on the back half of his career.
Just some things to think about. I think getting rid of the inflated contracts is a step in closing dow Redskins Country Club...
