Will it work is the real question? Yeah I'd agree. The Cowboys are now able to hit you with multiple formations. Patrick Crayton isn't much of a #2 WR, but if you make him a #3 with TO and Roy Williams on the outside and Witten in the middle, then Crayton actually presents matchup problems. Jason Garrett now has a ton more ways to attack defenses, which is not good. Of course, acquiring a WR in mid-season can be tricky. Roy now has a new offense to learn and a new QB to get used to (and it won't even be Romo). I don't think it makes Dallas unbeatable but it undoubtedly makes them better. The flaw in your logic is that his not signed beyond this year and will want a $$ BIG PAY DAY $$. Or else he will 1) hold out, 2) sign somewhere else or 3) have to be franchised for big $$. I firmly believe a team can't afford to pay for two TOP END WR's.
