Anbar Province handover on Aug 28

I heard it on CNN just now. No updated link yet.

I would have thought that the Anbar province would have been the last one handed over to the Iraqi police force for 2 reasons.

1. Area of most insurgency

2. H4 is in Anbar (location in Western Iraq where scuds were launched towards Israel during Desert Storm)

Anbar used to be a hotbed of AQI activity. Anbar locals used to be very hostile to U.S. and coalition forces. However, from everything that I've read, Anbar is now one of the safer spots. Supposedly, the locals got really tired of AQI and decided we're preferable to the guys who cut off heads and make music videos of such decapitations.
