I didn't even hear about this league, but this link is saying that Vick is a 98% chance of being signed to this new league starting in 09.

I'm pretty sure it was a representative of the league claiming 98 percent probability. Still, if the NFL doesn't reinstate him immediately it would be easy to see this happening.

The UFL is targeting major U.S. markets currently underserved in professional football: Austin, Birmingham, Columbus, Las Vegas, Los Angeles, Louisville, Memphis, New York, Oklahoma City, Orlando, Raleigh, Sacramento and San Antonio. In addition, the UFL is looking at international cities Mexico City and London.
Funny how NY is listed as "underserved". Well, they are...NJ has their teams.
Mexico City and London? MC is not too ridiculous, but teams who have to go from L.A. to London for their next game won't be too thrilled. Also, the London team is going to have permanent jetlag without some creative scheduling. :D

The Canadian league doesn't like to allow convicted felons to play in their league.
Maybe the old CFL, but that doesn't appear to be this new league.

Well Ricky Williams played there. He's not a felon but he still had issues. I think it would help sell tickets. I think there is a good chance he goes there.

You pretty much answered it right there. Plus, even though he wasn't a felon alot of the owners up there had serious reservations about letting Ricky play.
I don't think they would touch Vick.

He might have settled the SB payback issue with the team, but he's still under contract as far as I know.
I'm sure Mr. Blank would let him out of his contract. Unless he plans on keeping him. He's a business man and if Matt Ryan doesn't pan out I could see Vick going back to Atlanta if his skills are still there. But isn't Vick facing state charges too? I'm not sure how that works out but I'd assume he can't be charged twice. Anyway I hope he finally gets his life together one day. He's got kids to take care of and they need a father.

Edit: I am thinking along the lines that a Felony in the United States might not constitute a Felony in Canada.

The state charges are going after different crimes than what the federal case charged him with. The only reason the fed's got involved was because the state (maybe the city) dragged their feet and did not press any charges. There where thought that the prosicuter was trying to sheild Vick from charges. The fed's got involved and took matters into their own hands.
