2010's measures don't effect 2009 do they?

Okay, so in 2010 if nothing's been negotiated then the top eight teams are restricted in what they can do and each team gets a franchise and two trasition players, plus it's six year guys not fifth year guys who become free agents.

But what's to prevent people from signing people in 2009 to a two year contract with the first year being two million and the second twenty?

Im all for the nfl goin back to the non cap years cuz if u recall that is when we won are super bowls if that's the case they should put 2 more rounds in the draft also. and add a 17th game us and the cowboys will be tops in the NFL again

there's actually a limit in place that no contract can increase by more than 15% per year over the previous year in the event of an upcoming uncapped year to prevent exactly what you describe. it came up during the last labor deal.

also multiple tags, 6 years to FA, limited signings for playoff teams, etc.
