Could we have gotten him in the 4th and used this on one of the higher rated tackles or DL?

Higher rated by who? They've put together their draft board. If every team just cribbed off Kiper and McShay then they wouldn't need to spend any money on scouting.

We had the 4th pick in the 4th round, now the Titans have it.

I assume we traded it to them.

Chad Rinehart (http://mvn.com/nfl-draft/category/players/chad-rinehart) is a Division I-AA player and maybe one of the best at his position. The senior from Northern Iowa had as many scouts at his playoffs games, if not more, than anyone else at his position has had to see them. He is the real deal and he will be playing in the fall on Sunday. He uses angles as well as anyone in the draft. He knows the defenses and can feel the pressure coming from blitzes.
Scouting Report
Pros: He has been a team leader, making sure his job and everyone else’s is getting done.
Cons: The competition is not the same as he will see now; that can make some teams leery.
Overall: I see his name being called in the last round of the first day or the first of the second day.

Which is a good thing because Columbo isn't bad. We don't need a starter though, but w/ all the injuries and the aging line we certainly need the depth. Good pick.

WASH traded its 4th round pick to TEN for TEN's 4th and 5th rounders.

The Skins traded there 4th round pick to the titans for their 4th and 5th rounders, I believe. So that would mean one extra pick today instead of 6, we now have 7 picks on day two.

Maybe he does have family issues. Perhaps he is worried about injuries. Maybe from a life standpoint, it made total sense to go pro because he needed the money more than he needed to improve his game.

Again, is that the kind of guy we should be looking to add?

No. But then again a lot of guys leave early. Honestly I would've taken Manningham or Sweed cause of the production over a period of time.
