This is a good reason why rep should not be anonymous. If you were able to tell us who did that, we could call him out on the forums, or respond with negative feedback for him. Rep points are probably a good tool as long as people are held accountable for negative grades. If they are anonymous, it just becomes "well, I don't agree with you, here's negative rep."
