Yep. But that goes for the Browns too if they hadn't been tight-asses about it. It's kind of reminiscent of the 19-day holdout from Heath Shuler. However, if they don't play well, Quinn could see some action later in the season I think every rookie QB should sit for a little while, so this might actually help his progression. I think 4 mil a year for him is a steal. Good for quinn holding out for the incentives, now his contract could be worth 6 or more a year if he performs.
