I disagree that Clements isn't worth that. The salary cap has skyrocketed recently, so there should be several CBs who are worth more than what Champ got from the Broncos a few years ago.
If Champ were on the open market right now, he'd be worth a $35 million signing bonus.
If Peyton Manning were on the market right now, he'd be worth a $50 million signing bonus, at least.
That's the nature of a changing market. You have to adjust to new contract values quickly. It's not that Clements isn't worth that amount, it's that the guys we now have under contract are incredible bargains in comparison.
Your far better off if you don't a house when the market is at it's peak, and the supply is low? Much better if you can wait a little while and let things stabilize.
You can get a lot of houses for 24m............whatever the F... that means

Just to clarify, I don't have confirmation that the deal is $24 million. The guy from Bengals.com is saying $23 million so it can't be too far off I suppose.
Also, hearing they're close to a deal with Adailus Thomas

Yes the market is changing but regardless I don't think Clements is a true shutdown corner in the mold of Champ.

No he's not. True shutdown corners like Champ would get a lot more than $24 million up front.

Our 2006 signing bonuses are looking pretty puny right now.

Yep. And next year's will dwarf this year's.
When we see what Adalius Thomas gets, we're going to feel pretty good about what we're paying Andre Carter.
